[PyKDE] build/install instructions

Hi,
The installation instructions for PyQt in the README aren't very 
helpful with regards to what version of Qt needs to be installed and 
where it should be located.  It would be great if it were to start 
with a REQUIREMENTS section that covers:
 - Python
 - Qt 
 - SIP
(required versions, where to obtain, where to install to, special 
config options needed if any)

I know this is in Boudewijn Rempt's book, but it should be in the 
README as well.
