[Eric] Standalone on Windows, plugin directory error

So for various reasons (mostly because there's no msi or exe installer
for Eric and our IT staff doesn't do any other methods) I'm trying to
get eric4 running on WinXP without an install. Install at this point is
not an option because it's on lab machines with limited admin access.

PyQT4 is installed from Riverbank.
I did run compileUi... as stated in the README

When I try to run eric I get an error on that the "internal plugin
directory C:\Python25\Lib\site-packages\eric4\Plugins does not exist"

At this point on my test machine this might be because I did an install
/uninstall. How do I clear that path so eric4 stops looking for it or
edit the eric4.py or eric4.pth or eric4.config to force eric4 to stop
looking for that folder? I do not have access rights to that folder,
that's why I'm trying to run directly from source and I can't seem to
find where it might be storing that path.
