[QScintilla] PyPi Wheel glibc version

It may not have helped that the auditwheel tool, which is intended to catch
problems like this, did not have a functional check for glibc version
linkage.

A fix is here:
https://github.com/pypa/auditwheel/pull/54

After this (or a similar) fix is applied, auditwheel will correctly reject
the current QScintilla wheel.
