[QScintilla] Embedding Python edit/debugger/console

Hi Marc,
Yup, I saw the "exception" for commercial plug-ins. That is not really an
option. We need the functionality inside "our" GUI. I realize creating a
basic editor/console is pretty trivial so I'll just license PyQT and get on
with it.
