[QScintilla] Updating the qscintilla2 Homebrew formula

After a recent conversation with a Mac OS X user I opened an issue with the
Homebrew project regarding the qscintilla2 formula, which has not been
updated to provide PyQt5.Qsci:

One of the project maintainers told me they will wait for someone to make a
pull request before they take any action on it, and since I can't write one
myself I thought I'd check whether any QScintilla users were interested.
