[PyQt] pyqt5.dll not works since PyQt5.6

Hi,

I am writing to here, because I have wrote this issue on stackoverflow, and
someone pointed me to here to ask help.

I don't want to repeat myself, here are the description of the problem.

I think someone who using the custom widget capability of the qt designer
had this issue also.
