[PyQt] QScintilla's dll is only install qt/lib on win32

Hmm, how about moving the installation instructions to the README? After
all the rest looks more like API/reference documentation. IMHO its a
PITA to have to open a browser to read some installation instructions.
But of course its your decision ;)
