[PyKDE] PyKDE-3.11rc1 bugs

There are some bugs in the startService* and kdeinitexec* groups 
of methods in the KApplication class.  None of these methods are 
currently working properly. The fix involves providing a fair 
amount of handwritten code, so it can't be detailed here easily.
I can provide a modified kapplication.sip to anyone who needs any 
of these methods prior to the next release (probably in a few 
days to a week from now).
