[Eric] getting eric installed

To install Eric in Windows:

1. Install Python
2. Install PyQt
3. Install Eric

On Ubuntu, run in a terminal "sudo apt-get update && sudo apt-get -y
install eric"
Will not be the latest version, but gets it installed without effort.

As you can see it's pretty straight forward in both platforms.
