[QScintilla] Out-of-source build of Python bindings fails

Hi,

I tried both 2.10.7 and the latest snapshot 2.10.8.dev1808021831, logs
below are for the snapshot.

/usr/bin/python3.6

Error: Unable to create the C++ code.

sip 4.19.12 is being used.
The sip executable is /usr/bin/sip.
QScintilla is being built with 'protected' redefined as 'public'.
The PEP 484 stubs will be installed in
/usr/lib64/python3.6/site-packages/PyQt5.
The QScintilla API file will be installed in /usr/share/qt5/qsci/api/python.
Generating the C++ source for the Qsci module...
