[QScintilla] Designer plugin fails to load

So, after much head-scratching and rebuilding of libraries, I tracked down
the problem to a library mismatch between QScintilla and the plugin. I had
built qscintilla2.dll as a debug dll and that caused the release-built
plugin dll to crash upon loading.
