License of PyQt-builder (BSD) vs pyqt-bundle (SIP/GPL)

Hi,

I am currently in the process of migrating the PyQt5 rpm packages for
openSUSE Tumbleweed from SIP4 to SIP5. This requires a new package for
PyQT-builder.

The website of pyqt-builder as well as the setup.py specify BSD license.
Most of the source files contain the appropriate BSD 2-clause license
header. However, some files in pyqtbuild/bundle have the SIP-GPL hybrid
license header.

Is this intentional? Is pyqt-builder BSD licensed but pyqt-bundle is
SIP/GPL?
