sip 4.19.* artifacts missing

Hello,

We have noticed that all sip 4.19.* tarball artifacts have become 
unavailable, except for the latest 4.19.24.
This breaks builds from source that rely on downloading those specific 
versions from
https://www.riverbankcomputing.com/static/Downloads/sip/{{ version 
}}/sip-{{ version }}.tar.gz
