[PyQt] pyqt5-tools v1.3rc2 (5.11, 3.7, and a couple goodies)

In case anyone wants to see if it's working...  I don't have a clue how 
many people do or don't use this, especially not after I fell so behind 
PyQt5.

* PyQt5 5.11
* Python 3.7
* `designer.exe` etc in the `Scripts` directory
* `Form` > `View Code...` can show Python code if you run 
`Scripts\pyqt5toolsinstalluic.exe` first

GitHub issues are probably best if there are problems, but I'll read 
stuff here as well. :]
