[PyQt] WebGL rendering PyPi installation

Hello everyone,

Qt supports WebGL rendering since some time. It's not perfect, but it is
handy for some applications. It would be nice if the PyQt installation
shipping with PyPi would come with webgl platform plugin.

Then creating a single page web application would be a matter of:
python main.py --platform webgl
