[PyQt] Support for Qt v5.9.0

Bummer... "known to be buggy" how? At least for QtWebEngine, 5.8.0 has a
lot of show-stopper-bugs[1] IMHO, while I'm really satisfied with 5.9.0
so far.

It seems like a great and much-awaited release to me, especially since
5.8.1 was cancelled... Any chance to at least get binary wheels for the
current snapshot with Qt 5.9?
