[PyQt] ANN: Wheels for Commercial Version of PyQt5

Wheels are now available for commercial users of PyQt5. Like the GPL versions these are for 32 and 64-bit Windows, OS X and 64-bit Linux, and for Python v3.5.

Because of licensing issues (both PyQt and Qt) they are *unlicensed* wheels. The program pyqtlicense is used to create a licensed wheel using the PyQt license file and the user's copy of Qt. The process is documented at...

QScintilla wheels are also available. PyQtCharts, PyQtDataVisualization and PyQtPurchasing will be supported by a later version.
