[PyQt] New eric plug-in providing an interface to the pip command released

Hello,

I just released the first development version for a new eric plug-in. It provides an interface to the 
'pip' command, which is used to install packages from PyPI (the Python Package Index). The 
plug-in is available via the built-in plug-in repository dialog. It adds a menu to the 'Extras' menu 
of eric.

Please give this plug-in a try and send back feedback. If somebody would like to contribute a 
nice set of icons for the various commands, I would be very happy to receive them.

All the translators contributing to eric are kindly asked to provide translations for this plug-in. So 
far only German is done (because that's done by myself).

PS: Please note, that there is another plug-in available to provide an interface to create virtual 
Python environment. Together these two plug-ins are a nice way to set up environments for 
Python development.--
