[PyQt] PyQt install fails on AppVeyor CI since latest update

Hi,

I use AppVeyor[1] to test my software automatically - however, since
their last update[2], I can't import PyQt5/sip anymore after
installing.

I install PyQt by downloading the Windows installer and starting it
with the /S parameter.

As I don't see anything regarding Python listed as updated, I wonder
why it started failing... it works when I force it to use the previous
image in my .appveyor.yml.

I opened an issue[3] with them, but I wonder if anyone here has an
idea what could be going wrong or how I could get the setup to tell me
more.
