[PyQt] Missing pyqtconfig.py in latest PyQt

Hello,

as the subject says, it seems to be missing in the latest PyQt, and that in 
turn is causing other projects to be unbuildable, like PyKDE4.

The question is:

- is this intended?
- if so, what should replace it?
