[PyQt] Changes to PyQt Commercial License

I've made a small but significant change to the PyQt commercial license. 
If you want to allow your user to extend or configure your closed-source 
application with PyQt then it is now possible without your users being 
considered developers. For almost all cases this will mean that the 
Embedded License is no longer necessary.

The origin of this limitation was the commercial Qt license. As I 
interpret it this limitation still applies so if you want to allow your 
application to be extended in this way you must use the LGPL version of 
Qt.
