[PyQt] Pyqt + Postgresql with SSL on Windows

I wonder if there is a plan to add SSL support to the Postgresql DLL shipped with Pyqt?
 
A bit of research revealed that using Libpq.dll from Pgadmin does support SSL connection but not the one coming with Pyqt. It would be great if Pyqt was enough to be installed on the clients!
 
Is there any reason for this limitation? Can it be fixed?
