I can't reproduce this.

Installing as a non-admin user against a non-standard Python installation
works except for...

- a non-admin Python install doesn't seem to set the user's PATH which
means that the Designer plugin has problems

- a non-admin uninstall of PyQt doesn't update the user's PATH.
