That is because a brand new Pico does not have a firmware installed. 
When you plug it in, a volume called 'RPI-RP2' should be shown. In order 
to flash a firmware like MicroPython or CircuitPython, you have to mount 
that volume. Thereafter you may use the 'Flash UF2 Device' action to 
flash a firmware. Once MicroPython is on the board, it will be detected 
automatically by eric-ide.

Not on a RPi Pico. Other boards may have such an LED.

Such a list is included in the source code. It is about 500+ entries 
long and even more models are supported because some devices use the 
same VID/PID combination for other devices as well (i.e. most RPi RP2 
based boards use the same independent of vendor/producer).
