eric7 in and virtual env is in Russian

You probably misconfigured the user interface and did not recognize it. 
The easiest way toclear that is to open the eric-ide settings file 
(eric7.ini) in an editor and delete the configuration key "UI/Language". 
Not knowing your platform I cannot give the path to that file.
