[Eric] How to set default directory paths in Eric4?

Hi Detlev,

It would, for sure, be interesting to be able to at least set the 
"workspace" environment (just like Eclipse is doing/asking when starting 
it for the first time).  This way, when you open or create a new project 
(Project - Open... / Project - New...), it will (should) always take the 
given directory as a starting point.

And since, I think, most people use a "fixed" starting path for their 
projects (e.g. <prefix>/Python/Projects), this should be 
beneficial/useful for quite some people, if not all.
