<p style=" margin-top:0px; margin-bottom:0px; margin-left:0px; margin-right:0px; -qt-block-indent:0; text-indent:0px; -qt-user-state:0;">scrollbar sometimes "holds" it's length, so that the only way to scroll down is using the keyboard. After an right click, a window geometry or when taking a screenshot change the scrollbar shortens to the correct length and everything is normal.</p>

It seems, that the space needed for these annotations are not taken into account for determining the scrollbar size.</p>
