[PyKDE] pksampler-0.4a

I've finished the first release of pksampler in a year. Everything, even the
dsp code is written in python, and as a result it is very stable.

It only requires numarray, libsndfile, and PyQt4; the pksampler audio/midi
Python C extensions are all included. If anyone installs it let me know what
you think!
